The page kept 'em, after seeing just how much got done about it when he complained about it. You don't get to be a congressional page if you're an idiot, and even at 15 one can often see which way the wind blows. Perhaps he saw that the Republicans had asked Foley to run again despite Foley's stated intention to not do so, and decided to do to them what had been done to him: "ok, you're not going to listen to me... well, let's just let everyone else know about this little thing you've got going and see how well that strikes you."

he was one of the republican pages, and kept it to himself until he _knew_ that the house republican leadership were intent on rewarding Foley instead of easing him out; even he was trying to protect the party, until he eventually decided that the party was quite happy to have his problem vanish without a ripple.

At least, that's my guess as to the likely state of his mind; of course I don't actually /know/ this for a fact.
