New It's bollocks, as Peter says.
For my mobile (O2), I pay 15p per minute peaktime, 5p off peak and 12p per text message and occasional callers like me pay higher rates. Does that guy think that UK mobile phone usage would be saturation level if charges were 'very expensive'?

Choose Life. Choose a job. Choose a career. Choose a family. Choose a fucking big television, choose washing machines, cars, compact disc players and electrical tin openers. Choose good health, low cholesterol, and dental insurance. Choose fixed interest mortgage repayments. Choose a starter home. Choose your friends. Choose leisurewear and matching luggage. Choose DIY and wondering who the fuck you are on a Sunday morning. Choose sitting on that couch watching mind-numbing, spirit-crushing game shows, stuffing fucking junk food into your mouth. Choose rotting away at the end of it all, pishing your last in a miserable home, nothing more than an embarrassment to the selfish, fucked up brats you spawned to replace yourself. Choose your future. Choose life... But why would I want to do a thing like that? I chose not to choose life. I chose somethin' else. And the reasons? There are no reasons. Who needs reasons when you've got heroin?
- Mark Renton, Trainspotting.
New 2 separate issues being addressed
makes the initial post misleading.

Internet usage was expensive (and hence probably slowed) because of per minute local phone service charges. The US system for local dialling area is fixed price per month with unlimited usage.

Also, while you consider your cellphone quite a deal..consider that I pay $.0535/minute peaktime (difference being I pay for 1400 minutes/month use it or lose it), have unlimited off-peak calling at $0.00/minute and pay $.05/text message.
