Disruptive. Devastating. Destabilizing. It appears the only ones being "helped" by these organizations are the countries who don't need the help.

The cruise excursions pretty much insulate you from the local economy and all but the local tour guides. Visiting Dunn's River Falls near Ocho Rios is the one spot where one is obligated to walk through a local artists market. The desperation of the vendors is quite unsettling.

New A lot of blame has to do with the governments themselves
after all, some countries have done quite well (Japan, Taiwan, Singapore, Korea etc in the far east, Chile in South America), while others are chronic basket cases. IIRC, Jamaica has gotten a lot worse in the last 20 years or so.

However, this doesn't mean that the whole European/American/IMF/WB approach to "helping" poorer countries doesn't need major revision.

New IMF and the world bank is a money laundry
for bad american bank loans. Bank America was awash in bad loans to countries whose leaders socked it away in Swiss accounts. The people are obligated to repay, if not they invite the IMF to be the enforcers/leg breakers of this bad deals with the american taxpayers paying the writeoffs of these crap loans.

New Maybe the Third World isn't ready for economies...
above the level of trading livestock for wives in the village square. But how will they ever get to that level without some practise? If they were capable of advancing themselves, they'd have done it by now.

Sheesh. These guys had thousands of years before the white man came along. What were they doing all that time, besides maintaining rigid population control by means of intertribal genocide? Okay, the West was doing more or less the same thing during much of that time. But we finally wised up. And we wised up first. The least they could do is follow our example. Japan took that route, and it hasn't worked out too badly for them.

I'm not sure the WTO and World Bank are the answer, though. There's too many Eurotrash involved in running those things, and too much wishful thinking used to justify them.
