I don't know what the actual risk from an amnio is. But it sounds like it is a lot lower than 1/200.

New I don't think the FDA would approve

The life that is at risk is a fetus which is legal to abort.

In fact not only might the FDA approve something like this, they already have! They have approved early amnios, and the incremental risk of abortion from one of those is above .5%. The FDA requires informed consent, but also allows the procedure.

Even leaving that fact aside, in the group this is recommended for, the odds of turning up a problem (mainly Down's syndrome) is higher than the odds of the test causing a problem. No matter how great the absolute risk is, the relative risk suggests that the test is reasonable. (Though, of course, you want to improve the risk if you can.)
