At least what eBay would provide in such a deal.
Most European countries have data privacy laws. As a matter of corporate policy eBay has decided to satisfy them by adhering world-wide to such standards. And it is a requirement that everyone dealing with customer data be made aware of this.
I don't see how to square that with giving access to some other company as part of a business deal.
