New Power buttons on all recent computers aren't.
They just signal the computer to do a software shutdown, a signal it may or may not obey depending on how it feels and whether it's busy. For a hard shutdown you have to hold the button in for 10 seconds to signal the power supply to turn off.

New I thought about that
But the plug was behind the entertainment stand and really really hard to get to. So I tried the holding down on the power button, and that finally straightened it out.

It wasn't actually a computer, it was a stand alone DVD player. But apparently that was still the problem, because I had to hold the power button in before it would clear the screen and restart.
