Bush got uppity. His polls and fun in Afghanistan made him think that he was in charge, and so the guys that run the show forcibly reminded him that he wasn't.

The pretzel story is just more rubbing his position in to him. Not only does he get a nice bruise, but he is also being told to look really, really stupid just to put him back in his place.
