Somebody want to clue me in on part 3?

I must be missing something obvious. This feels like something that once I understand what they're looking for I should be able to get them, but as it is I'm not seeing a general pattern.

Oh, and to call something "IQ" based only on analogies and pattern recognition seems ... limited.

FWIW I left all of part 3 blank and got a 19. Feh.
