Missouri Attorney General To Sue Katrina Phisher

The Missouri attorney general today filed civil charges against [link|http://blogs.washingtonpost.com/securityfix/2005/09/katrinarelated_.html|an Internet scam artist I wrote about last Thursday] who was running a hub of Web sites that claimed to be accepting donations on behalf of Hurricane Katrina relief efforts.

Today a Missouri federal judge signed a temporary restraining order against Frank Weltner, 64, of St. Louis, Mo., that prohibits him from accepting donations through the slew of Web sites he registered with names like www.donate-katrina.com, www.clergydonations.com, and www.internetdonations.org. Weltner is also the owner of JewWatch.com, a decidedly anti-Semitic Web site.

According to the Missouri AG's complaint, Weltner conveniently "omitted the fact that the ultimate company behind the Defendants\ufffd websites support white supremacy and that the money raised from the consumers will be only for use to help white victims of the hurricane."

The state is seeking to shutter the fake donation site and to freeze the assets of Internet Donations Inc., the nonprofit entity Weltner registered the day after our first blog post about him (and after he was already accepting donations through his site). The New York Times [link|http://www.nytimes.com/2005/09/07/national/nationalspecial/07cnd-fraud.html?hp&ex=1126152000&en=4b4e5e934468535c&ei=5094&partner=homepage|also ran a story on the Missouri legal action] in on its Web site today.

He was taking money in as a charity without being upfront about what it was going to be used for. That's a no-no.

There's no doubt that some people in organizations with access to money that isn't theirs do stupid, criminal things, like take it.

But I'd take Mr. Copp's comments about the American Red Cross with a very large [link|http://www.snopes.com/crime/warnings/triangle.asp|grain of salt].

Though I did think about the national distinctions.

Of course, up here, the Red Cross occupies a special place, descended as it is from the medical brigades organised by Dr. Norman Bethune (of Toronto) during the Spanish Civil War.

That, of course, will cue Marlowe to trash the organisation due to its avowedly kom-yew-nist roots; Bethune was a noted socialist, extensively investigated by both the US and Canadian governments in the late thirties and forties for his communist sympathies, and is a national hero of Communist China for the work he did there during the Revolution, where he died of blood poisoning from a cut he received while doing an operation.
