New OK, clear enough re intent
Actualization seems to depend on the capacity for ceaseless, daily defense against hordes of locusts; nay LOCUSTS -- insects large enough to run a country (one as as believes still(?) that "its citizens do the 'running'".)

Yeah Copy-left has a nice ring to it in any case; at very least, it shall produce apoplexy amidst the $class, merely upon hearing those 4 letters arranged in that horrifying sequence.

So far, the GPL has held up very well. It'll probably help do in SCO too because they [link|http://www.groklaw.net/article.php?story=20050809082902461|apparently included GPL code in the Linux Kernel Personality feature of SCO UnixWare].
