The British government is preparing to test new high-tech license plates containing microchips capable of transmitting unique vehicle identification numbers and other data to readers more than 300 feet away.

New Not useful for surveillance
Analysing someone by their car movements isn't going to be useful as it may not be them in the car. And once they park it, they could be in any building.

I'll point out that the article is US centric and the phrase "Proponents argue that making such RFID tags mandatory and ubiquitous is a logical move to counter the threat of terrorists using the roadways" appears to be talking about the US propenent, Jerry Dike. Just as long as you don't think counter terrorism is common in Britsh policy justifications.

will take scofflawing to a new level. If you are driving a dodgy car it would be useful to have a chip that appears to a passed patrolman that you are perfectly fine so he doesnt have to take the time to investigate you.
