And once they park it, they could be in any building. I'll point out that the article is US centric and the phrase "Proponents argue that making such RFID tags mandatory and ubiquitous is a logical move to counter the threat of terrorists using the roadways" appears to be talking about the US propenent, Jerry Dike.
