From the July, 2002 memo: Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy. The NSC had no patience with the UN route, and no enthusiasm for publishing material on the Iraqi regime's record. Rather, I was interested in pointing out how just 2 years ago, the spinmeisters were rotating away about how Saddam might have had WMD....it was all about the WMD. Honest. Unfortuately, looks like someone forget to tell Bush that.
