This administration doesn't need excuses for paranoia. Sure the plane broke the (highly abitrary) rules. But virtually all of the trouble was caused by the administration's over-reaction.

That's true, but the over-reaction is the "Temporary Flight Restriction" over the Washington, D.C. and New York areas. I drew a flight plan from where he started and where he was going and a direct route takes you square through the middle of the restricted area. Only an idiot planning a flight in this hyper-paranoid environment would not have planned to fly very far away from the area. Apparently, he entered it once, turned west to exit the area and then entered it again - that's when it hit the fan. That's plain incompetence no matter how you slice it.

The pilot who caused a midday panic in Washington on Wednesday failed to get briefings about the weather and restricted airspace and became lost minutes after leaving a Pennsylvania airport, Federal Aviation Administration records show.

Hayden "Jim" Sheaffer, 69, froze when he saw a Black Hawk helicopter appear near his right wing while flying toward the White House and had difficulty operating his small, single-engine aircraft, officials said yesterday. It took the valiant effort of Sheaffer's student-pilot companion, Troy D. Martin, who had only 30 logged hours of flight time, to take over the controls and land the plane at an airport in Frederick, officials said.

The FAA plans to take the most extreme action against a pilot since new airspace rules were put in place in 2003 and will revoke Sheaffer's pilot certificate, according to aviation officials who spoke on condition of anonymity because the order had not been finalized. The FAA does not plan to take similar action against Martin, 36, because he is a student pilot and does not have a pilot certificate, sources said.

The most dangerous breach occurred when Sheaffer crossed into Prohibited Area P-56, no-fly airspace covering the White House and the Naval Observatory. The Cessna passed over that area while being escorted away by the Black Hawk. Compounding the problem, federal authorities had difficulty establishing communication with the Cessna, a security log of the events shows.

The log shows that the Black Hawk was airborne by 11:55 a.m., as the plane kept heading into Washington. Five minutes later, the log says that "fighters are on the target" and that "flares are authorized."

At 12:03 p.m., the White House was put on its highest level of alert. At 12:04, the log shows the missiles were about to be used. No order to shoot down the plane was issued, although officials said it was the closest they have come to calling for the downing of a civilian aircraft.

The log shows that authorities initially planned to divert the plane to Leesburg. But even with the jets and helicopter roaring nearby, the Cessna was "not communicating" at 12:16, the log said. Finally, at 12:22, an entry says, "They are communicating, the fighters will force down at Frederick."


That certainly doesn't sound right. The plane was diverted into the most senstive area and missiles were readied? Hmm.

I'm glad that the people involved apparently realized that the plane wasn't an immediate danger to anyone.

But, yeah, Sheaffer made a mess of it, didn't he...

New Don't believe everything you read about aviation.
First, the pilot in question still gets to have a hearing. A private pilot certificate is one of the few remaining licenses that are actually good for life. My guess is that a suspension is likely, but I doubt he loses his ticket. That happens, but it is very rare. Second, a "student pilot with only 30 hours" is only 10 hours away from the minimum for a check ride and almost certainly post-solo endorsement (check rides are usually taken with 45-50 total hours and solos 15-25 hours, but there are exceptions).

Finally, unless the law has changed, only the President of the US can order the downing of a civilian aircraft in US airspace (that's why Clinton had to give the okay to shoot down golfer Payne Stewart's aircraft if it looked like the aircraft was going down over a largely populated area. It didn't, it ran out of fuel and crashed in the Dakotas). Since the toddler was out on a bike ride and didn't even know of the incident until well after the hysteria had dissipated, those in charge of the "missles" would have almost certainly got a hold of the pResident if they had thought there was the slightest chance they'd need to down a Cessna 150. BTW, another popular myth supported by the uninformed press is that the old fart was an instructor - he isn't.

The network, a conference call of officials from the Homeland Security Department, Customs and Border Protection, the Pentagon, the Federal Aviation Administration and a handful of other agencies, lasted until the Cessna landed just over an hour later.

Defense Secretary Donald H. Rumsfeld was apprised of the situation as it unfolded. He is among a small handful of top Pentagon officials who can order a shootdown. The president also may give such an order.

Pentagon officials sought to play down the incident, saying the small plane was not seen as a serious threat and did not come close to being shot down. Homeland Security spokesman Brian Roehrkasse declined to comment on how close it was.


I assume the people who have the authority would be very reluctant to use it against a GA plane.
