Mostly they target people who like GTK but don't like GNOME or want something more lightweight. The file manager is a POS, but it's not required; xfce's whole architecture is modular, so you only install what you want. I have it on this machine because I wanted to give it a spin, but after about ten seconds I went back to ROX.
