You asked, I went to Freshmeat.
I queried on graphics applications.
I downloaded and tried 3 or 4 until I hit on Inkscape.
I have NO artistic ability, but I demand a LOT.
So if I liked it, and the demo pictures were REALLY good, and it satisfied your requirements, then I figured it was worth recommending.
