I would perhaps say something like, "It is my understanding that it is my responsibility to select the application language. If you disagree, we can take it up with our superiors. From a corp perspective: He reports to a manager who reports to a VP who reports to the CTO. I report to the CTO. His task is to support whatever the hell I want him to, or to give a GOOD reason not to.
