Evidence for this reasoning would be what has and is happening in South America. After many decades of the dictatorship cycles, democracy is at last taking root.

I would venture to say it's universal. After chaos, you need to have TOTAL control - economy, military and often times, politically, before you can "relax" on the controls and return the power to the people.

The difference between success and failure lies upon those who have gained total control, on whether they are willing to let go. Some do, like the forefathers of US. Some don't, and dictatorship follows, a la the turmoils in various countries like Philipines, Indonesia, Pakistan etc.
