Does this explain why the job rate *and* the unemployment rate went up last month in WA?

New Those two often move in sync
The unemployment rate only counts as unemployed people who are actively seeking work. It excludes people who would like to work but are not actively looking for a job.

When people hear that employers are hiring again, that tends to restart job searches and moves people back into the statistics.
