Your list is good, but it leaves a lot of room for interpretation. Mr. S thought his actions were helpful and he thought previous discussion had indicated it was OK with notice. I think we need something a bit more explicit than your list to keep things like the blowup that resulted then from happening again.
The main things I'd worry about are:
a) Ways to keep arguments spiraling out of control. Would there be a way of sending arguing people to the virtual Siberia for a period of time? Would the admin be willing to take that action and would the others on the list be OK with that?
b) Should new members of the list be on probation for a period? I don't think we want people joining just to get access to others e-mail addresses, for example. I'm not sure how that would work in practice though.
c) What would the "banning" position be?
d) Would we be able to keep our relative anonymity on the mailing list if we chose? I.e. could header information be munged or somehow minimized to reduce identifying information? How much logging of IP numbers, etc., would you be doing?
Things like a-c should be explicit in the policy, IMHO. D) should be thought about for those who may want to post from work, etc.
