Last Tuesday's announcement by the Bush administration that it was essentially giving up on wild salmon restoration in 80 percent of the Northwest's rivers sent environmentalists, commercial fishermen and Native Americans reeling and scrambling to craft a way to avoid scuttling years of efforts on restoring salmon habitat based on the sound idea that what is good for salmon is actually good for human habitat as well.
But the powerful National Association of Homebuilders, which did not like having to come up with the money to pay for federal permits to build developments in wetlands, sued NOAA fisheries over its enforcement of salmon protection rules. The agency, caving into pressure from the Bush administration, has agreed to consider removal of even more salmon protections than outlined in the Tuesday release if "economic benefits of development outweigh the biological benefits of habitat." Based on the administration's environmental record, expect that to be "most of the time."
The public comment period over the next six months is unlikely to produce any changes. The administration knows what is at stake. More than 85,000 citizens, 400 businesses and 250 scientists who appealed directly to President Bush reacted with outrage to the plan. The response from the administration amounts to a shrug.
