Yes you can actually have 63 nameservers (at least that is what the protocol allows)
My registrar allows four. Do the transient ones (ns2 & ns3) have to be the first two?
No they do not have to be first.
So for now, you should have 4 nameservers in your list:
208.255.11.91 ; 208.255.11.66 ; 66.80.246.92 ; 66.80.246.90
or
ns.gregfolkert.net ; ns1.gregfolkert.net ; ns2.gregfolkert.net ; ns3.gregfolkert.net
