I ran into them the last time I was looking. They don't appear to be too sleazy, but it's probably not a regular job unless it's from the headhunter side.

New Well, they got me a gig before
And they look to be getting me my next one. In fact, the last gig they got me was technically contract only: they didn't do direct hire. or temp-to-perm. When my client wanted to hire me full time, RHIC worked out a one-off deal to allow me to be hired away despite the non-compete clauses in the contract. They now do direct-hire as a standard part of their business.

New Final update.
She's looking for another job, plenty of miscommunication and bad business going around, apparently. They went from 90% in use to 75% benched very quickly, apparently. I would recommend against doing anything with them at this point.
