The troubling unknown, he said, is whether the extremists -- whom he termed "zealots and despots" bent on destroying the global system of nation-states -- are turning out newly trained terrorists faster than the United States can capture or kill them. "It's quite clear to me that we do not have a coherent approach to this," Rumsfeld said at an international security conference. Tired of lying in the sunshine staying home to watch the rain. You are young and life is long and there is time to kill today. And then one day you find ten years have got behind you. No one told you when to run, you missed the starting gun.

He understands that while we may be winning battles we might not be winning the war. He can't take the next step and realize that the current strategy of the White House is a no win situation. Short of killing all Muslims, we can't win this way because the harder we try using violence the more extremists we create.
