The Norton Utilities have long had much better disk defragmenters than the one that ships with Windows. The algorithm itself can be subject to some interesting optimizations - some of them much more effective than you would think. I remember an interesting article in an old Dr Dobbs Journal (I think) about how you would go about defragmenting a FAT formatted partition.

My preferred mode of defragging vfat is to replace it with reiserfs.
My comment was that the MS Windows defragger seems terribly inefficient. You're confirming this.
