New Hell, it's sort of been proposed...
A while ago, the California state legislature passed a law demanding the following from Oregon and Washington:

30% of the yearly flow of the Columbia
A pipeline to redirect said 30% of the water down to California, built at Washington & Oregon's expense.

Of course, it went nowhere, but we were laughing our asses off at it, at least until we got Californicated.
