It's against Microsoft's licensing terms, yes; but since Microsoft aren't -- quite yet, at least not in principle (although in practice...) -- the legislative authority in most countries I know of, how "illegal" it is depends on how *legal* their licensing terms are.

New What I have a problem with
is that they say you have to do all technical support through their company, and cannot register the software. They also say that the software is shipped from Eastern Europe, so maybe the law is different from there?

I've seen OEM copies of XP Pro for $179 - $159 USD being sold with hardware sales.

BTW the order link on their web site is broken, either the server is not up, or the PHP script that they are using is not there. They are using a different domain name for their software selling.

Their intellectual property regime is quite different from ours, though they have been under a lot of pressure to "harmonize" their practices with those common in the west.
