Until legislation prevents exporting jobs, your only hope is to wheedle your way into a management position - even one that pays poorly in comparison to a tech position. Without controlling legislation and no union, the drain of tech jobs will just keep on keepin on.

Become vocal for an IT union. It's the best solution. Ask any electrician, pipe fitter, truck driver...

Actually they have a problem in the Nursing Industry like the IT industry, the hiring of H1B Visa Workers for less pay than US Citizen Workers. My wife is a nurse and it was in one of her Nursing magazines as a problem that Nurses face. Not outsourcing to another country, but just as bad as they lose their jobs to cheaper labor.

LPNs and aids can possibly be replaced by off-shore talent, but the RNs still have to pass boards and be certified. Hospitals can cut the numbers or RNs and increase the number of LPNs and make life difficult for the RNs but that's about it. Off-shore nurses have to pass the same tests as the natives.

I don't think that passing the board is a problem for the H1B Visa Workers, they are usually well trained and know enough English to pass the boards and be certified.
